In a rare morning meeting that convened at 8 a.m. on Tuesday, Jan. 3, the Wyalusing Borough Council opened the new year by filling two vacancies that resulted when no one ran for seats formerly held by Fred Reinhart and Mary Ann Raffin, who did not seek re-election after their terms expired.
