DEAR ALICE: Both political parties collude in gerrymandering and trying to steal elections by re-districting, which then creates so many “safe” districts that only the fringe decide elections rather than we the people. One way to prevent gerrymandering is to put an upper limit on the ratio of a district’s perimeter to the square root of its area.
