Frances Anne Palumbo, 91, formerly of 503 Third St., Towanda, PA, passed away Thursday evening, July 24, 2014 at the Bradford County Manor in West Burlington Township, PA. Born in New York City on Sept. 18, 1922, she was the daughter of John and Mary Dimidas Ossipinsky. She was a graduate of Washington Irving High School in Brooklyn, NY and attended Hunter College in New York City. On June 15, 1943, Frances married Dominic T. Palumbo in Brooklyn, NY. She traveled with her husband while he served with the U.S. Armed Forces during World War II. Following the war, the couple resided in Brooklyn. In 1955, Frances and Dominic moved to Towanda to make their home and raise their family. Fran, affectionately known as Mrs. P or Sarge, served as Tipstave and Law Librarian at the Bradford County Courthouse in Towanda for 39 years until her retirement in 2011 at the age of 89 years. In her honor, the Frances Anne Palumbo Jury Room at the Bradford County Courthouse was dedicated for her years of faithful service.
Frances was a communicant of SS Peter and Paul Catholic Church in Towanda. She was a member and past president of the church Altar and Rosary Society, Towanda Jr. Women’s Club, Towanda Garden Club and the Memorial Hospital Auxiliary where she also served as a volunteer and “Pink Lady” for 39 years. Frances actively served her community and was instrumental in organizing blood bank drives for the American Red Cross in the area for many years.
Surviving are her children, Thomas J. Palumbo and wife, Mary Ellen Palumbo of Philadelphia, Patricia E. Dibble and husband, Dennis
W. Dibble of Sugar Run and Peter J. Palumbo of Cherry Hill, NJ; grandchildren, Thomas W. Dibble and Allesan Palumbo, as well as several nieces and nephews.
In addition to her parents, Frances was preceded in death by her husband, Dominic in August of 1971.
A Mass of Christian Burial will be held Saturday, Aug. 2, at 10:30 a.m. at SS Peter and Paul Catholic Church, Third Street, Towanda, with the Rev. Edward Michelini, pastor, as celebrant. Interment will follow in SS Peter and Paul Cemetery, North Towanda. There are no calling hours.
