Michael Arriaga, 31, Austin, TX, faces charges for high-rate DUI, general impairment, careless driving, and for not using his headlights after sunset. Towanda police reported that Arriaga was observed driving on Main Street without headlights at about 9:35 p.m. on Oct. 14. He was also allegedly driving well under the posted speed limit and was riding up on the steering wheel with his face near the windshield. Although the reporting officer turned on his emergency lights and siren in the area of Main and Lombard Streets, he noted that Arriaga did not stop until he was several blocks up York Avenue. Even then, he merely stopped in the street, though there was sufficient room for him to pull over. Arriaga indicated to one of the two patrolmen involved in the investigation that the truck he was driving was a rental, and he was unable to locate the registration card. The reporting officer noted that there was a strong odor of alcohol coming from the passenger compartment of the truck and that Arriaga admitted to having had a few beers. He was transported to Towanda Memorial Hospital, where he refused to give blood for a chemical test. Arriaga faces a Nov. 18 preliminary hearing.
